12V rail too low voltage

So the problem was that my PC starts again after i shut it down.A buddy told me that it might be because of the PSU and my PSU might be broken, so i decided to run a test and check the voltage rails.What i saw isnt really pleasing.Is there any chance that my PSU isnt broken and OCCT is displaying wrong.I also read in other forums that PC wont even start with such low voltage on the 12v rail, but mine starts and im not getting blue screen ot whatever, even when i play a game on ultra graphics card and CPU work properly and the fans also.So is there any little chance that my PSU isnt broken and it only shows it wrong?

Did you have the issue after fresh install of Windows 7? If not, then you installed something that causes the PC to restart instead of shutting down. Running legit software downloaded from trusted sites is safer.

It looks like the PC powers up again because the screen goes black for a few seconds, but it's just restarting.
 
If I were you I'd reinstall Windows 8.1 from fresh using a legit copy (or at least one that is known to be an original Microsoft .iso file).

Edit: Once the OS has been reinstalled, make sure the issue no longer occurs. If it occurs later, then you'll know that a recent modification was the source of the issue.
