I have drafted a rough build for around $1300 for a pc build, the pc will only be used for gaming, i would like it to run as many games on ultra like fallout skyrim gta etc
if there is any adjustments or parts that arent compatible with each other or any improvements that will greatly affect it for another $100 i would appreciate the help

A 1KW PSU is overkill for even dual R9-390s. I certainly wouldn't advise against it because after putting parts into PC Part Picker, the estimated average power draw is 765W. So you could get by with 850W but to be on the safe side after overclocking yeah 900W or higher is recommended.

I would do something like this:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6600K 3.5GHz Quad-Core Processor ($256.89 @ OutletPC)
CPU Cooler: CRYORIG H5 Universal 65.0 CFM CPU Cooler ($46.99 @ Newegg)
Motherboard: Asus Z170-A ATX LGA1151 Motherboard...
Pick up a 1000W power supply if you plan to Crossfire. Also make sure your case can fit that card.

It is not overkill if you factor in CPU or even GPU overclocking. With 850W, you will kind of be breathing in the ceiling with dual 390's.
