Question 3060 underperforming

In most games I struggle to get above 60 fps I've tried overclocking and setting my power plan to high performance. It never gets above 60 C so I know its not a cooling problem.

CPU: Ryzen 7 5700g
Motherboard: MSI MAG B550 Tomahawk Max Wifi
GPU: MSI RTX 3060 12gb Ventus 2x
PSU: Gigabyte GP-UD850GM 850W 80plus gold
RAM: 32gb of T-Force Vulcan Z DDR4 3200 2x16gb
 
update the BIOS of your motherboard
install latest nvidia.com drivers
check if the RAM is on 3200MHz in BIOS

How hot is the CPU? Does the frequency get to at least 3.8GHz or higher while ingame?

are games using the 3060 or the Ryzen integrated one?

Is the video cable is connected to the 3060 and not the motherboard?

which graphics settings are you using? and which games?
vsync should be disabled

Note 5700g only has 16 lanes any nvme plugged in will reduce these lanes to 12 or lower. This can cause performance loss.

Also your using a PSU that can potentially kill itself.

If your playing 1080p I would recommend a 5700x3d. With assassin IV cooler ( better ram clearance. or thermalright phantom spirit.

CPU matters at 1080p and even in 1440p.

 
Make sure your NVME drive is in the lower M2 slot if you have one, those lanes come from the chipset and not the CPU.

Make sure your GPU is plugged into the uppermost PCIE slot, closest to the CPU.

Make sure your display is plugged into the GPU and not theones on the motherboard.

In your bios, make sure the primary GPU is set to the RTX3060

lastly run GPU-z and make sure it doesn't detect your card as being a fake.

Which games, at what resolution and on which visual settings?

A little context can help to get a better answer and posible solution.
