Hey.

The thing is that I already own a 1333hz Corsair Value Select 4gb ram and as I'm upgrading my PC ( GTX 960, i5 4690, H97 d3h) and I want 8gb RAM, I'll need to buy additional 4gb value select which is 1333hz.

But do you think instead of buying 1*4GB RAM 1333HZ, should I opt for Corsair Vengeance 1600hz 4gb *2 RAM instead of buying 1*4gb RAM?

Is vengeance 1600hz worth it? Will I face noticeable difference with my current rig that I'm upgrading to?

TL;DR : I already own a 4gb 1333hz Corsair Value select ram.
Should I buy another 1333hz value select or should I dump my current 1333hz value select and buy 1600hz 4gb *2 Corsair vengeance?

Mixing ram can be dangerous- even with sets that are the same but purchased differently can yeild incompataibility and headache. For this reason alone I would say go for the vengance, it is also faster and some cpus benefit significantly from going from 1366 to 1600.
