Hello,
I have the Asus P8Z68-V LE running with 2 Crucial Ballistix Sport 4GB DDR3 1333MHz PC3-12800 1.5V OC'd at 1606mhz in bios.
DRAM frequency @799.9mhz
FSB😀RAM 1:6
CAS# 9.0 clocks
RAS to CAS# 9 blocks
RAS# Precharge 9 blocks
Cycle time 24 blocks
Command rate 2T
All according to the program CPU-Z

I mistakenly purchased 2 Crucial Ballistix Sport 2GB DDR3 1600MHz PC3-12800 1.5V BLS2G3D1609DS1S00 1600. Can't exchange them so I am stuck with them.
Is it possible to get these four memory sticks to work well and together with this motherboard?
When I first added the 2x2gb 1600 sticks with the 2x4gb 1333 sticks the computer just kept cutting on and off without reaching the bios. My processor is an Intel Core i5-2400 3.10ghz
Are there certain settings to set in the bios for all four to work together or is this a no-go? Thanks.

Sticks with the same model number should work together. I've mixed modules of same type, but from different packages, and they always worked (but you can't take that for granted, like Tradesman1 said - crapshoot). Your original 4GB sticks were not paired I assume (it wasn't a set of two) but they work, right? Sometimes memory modules even with different capacities/speeds/voltages mix, but it is only by buying an exact same model, that you're giving yourself best chances everything will work well together.
And the model number you got there is for a single 4GB DDR3 1333 stick only, so what you did wrong is buying those 2GB modules :)

Cool.....Thanks again for the help guys. I now know what to do. I am going to find 2 more of my original 4gb 1333mhz modules or 2 8gb 1600mhz and just use those alone.

I thought it would be. But I see sometimes my memory running down lately. Like right now in task manger-performance-my free memory is 47 -- available 5427. It goes up and down. And if I am -like say for instance- playing a game and my free memory is that low. PC crashes or freezes. So I figured with more memory There will be more free and available. My usage jumps from 22 percent to 38 percent and sometimes higher on a regular.
I have very little to none background running programs and startup has limited programs to run.

To be honest I don't think your RAM is the problem there. First of all, usually you'd get performance drops rather than crashing when insufficient memory.
Secondly, it's hard for me to imagine that playing even a very demanding game would drain 8gigs of RAM, especially given that you say you don't have any memory consuming software running in the background. 8GB is really enough for today's games and you shouldn't be encountering problems there.
I think your problem is software related. Perhaps the o.s. itself. How long ago did you install your current windows version? Maybe it's time for a fresh install? Also you could try to locate any memory consuming process in the task manager.

Yes I do get performance drops here and there. Games would run out of memory and freeze when the available is like at 2 digits. Percentage at 35-40 percent. The games don't cause the memory to drain. Let's say I play a game and after do some downloading....memory percentage started at 22 percent. After I'm done with the game and downloading memory is at 40 percent-available...40 something. Then when I play another game at that point it will freeze at a while cause of low memory. I have to reboot most of the time to get it back to 22 percent which is where it usually stays.
I too, thought it might be the OS, but I just did a clean install again about a month and a half ago. Memory still does the same.
I located some programs consuming usage in task manager...like Firefox using like over 427,000, svchost using 167,000 and few other just using like between 20-40,000.
That is why I figured if I go higher than 8gb of mem, maybe I could eliminate this memory loss.

Yes...I have AVG antivirus, AVG PC tuneup And Spybot-Search and Destroy. HDD is new and was checked for drive health. AVG PC tuneup is set to monitor this at all times on all drive installed.
The PC itself was built in March 2011.
Specs:
Asus P8Z68-V LE motherboard
2 Crucial Ballistix Sport 4GB DDR3 1333mhz PC3-10700h
Nvidia Geforce GTX 650 TI
Intel Core i5-2400 CPU @ 3.10Ghz
Antex 650W PSU
5-HDD's (1-3TB, 1-2TB and 3-1TB) 1-1TB is the system drive and the rest are storage drives.
All in a full size 22X22 case
I do a lot of gaming and media on this PC.
I am a computer and electronic tech for 32 years and provide help-desk also on this PC. (But I can't figure out this memory issue...lol)

Ok, I'm not an expert on PSUs but perhaps all those drives would benefit from a more powerful one? But that's a long shot as Antec PSUs are good (unless that "Antex" wasn't a typo and you have some cheap knockoff 😀 ).
Another thing that comes to mind - I'd go with setting up windows on a small SSD and see what happens.

LOL...yeas that is a typo. It is a genuine ANTEC PSU. I have a program that gives a reading of all the hardware in my PC's. It reads all the power being used. When I add up all the readings, they are all pushing no more than 375W of power. I have a 650W.

I'd run memtest on your RAM. Is your BIOS updated? Other than that I can't think of a reason why your PC would behave like this. Is there any other funny stuff going on?
For the last couple of years I had 6GB of RAM and not once had a problem with insufficient amount of memory (a lot of gaming, video editing). I only upgraded because I needed faster memory to overclock my CPU.

I did Memtest 9 passes on each stick. Came out clean. Bios was updated to the newest. No other funny stuff from what I can tell. Like I said, I will just upgrade to more memory because I can't figure out why this memory is doing this. Doesn't happen on a regular basis, but it does happen. So, thanks again.

REVISED: 3/3/15
Ok...I am back again with the same issue still.
This time I have four identical 4X4GB Crucial Ballistix Sport DDR3 1333MHz PC3-10600 1.5V BLS4G3D1339DS1S00 (4 of them!)
Did the following:
1. Tested 2 at a time in the blue slots then the brown slots. PC boots up fine.
2. Tested each individual stick one at a time in each slot. PC booted every time no problem.
3. Tried to test just 3 dimms at the same time. PC won't boot! That on and off nonsense begins just like it does with all 4 dimms.
I can boot fine with just 1 stick (Tested this way with all 4 dimms) and 2 sticks at a time.
Just can't boot right with 3 or 4. (Remember, these are the exact same model number and ext. BLS4G3D1339DS1S00 16FMR)
Now why can't this PC boot up with 3 or 4 sticks at once?
