1366x768 resolution is screwing with my 980ti?

Hello I have a 980ti sc with a i5 4690k and 8 gb of ram and when I play a game like gta v and bump up most of the settings to very high and ultra, I can't hold a steady 60fps. My monitors native resolution is 1366x768 and that's what i play on. Is it doing something with my card? I had a 970 sc before that and it did basically the same thing

a i5 4690k will not severely bottleneck a 980 ti. does it do this on all games?

Are you sure that you got the monitor cable plugged into the GPU and not into the onboard graphics?
Also do you have the right drivers for your GPU? Because even a 970 should max out anything EASILY on your resolution.
