Question 13700KF clock speeds graph looks strange, changing every second.

Just got a 13700kf, on a strix z690-e board. Im hearing the fans ramp up and down every few seconds and im not really doing anything other than having a browser open.
Here is msi HW monitor logging and how it looks.

Im very confused if this is normal. The bios are updated .I havent changed much except for some reason the voltage was set to 1.5V and without any overclock. I put it back down to 1.3.

Any help is greatly appreciated.
 
The board might just have the coolers be too aggressive.
Check the fan curve, decrease the fan speed to wehre it's not audible anymore and check what kind of performance/clocks/temps you get there so you can adjust the fan speed accordingly to ramp up to above audible only when it needs to.

You get mini spikes to 5.3Ghz because even when windows is "idle" it runs thousands of little threads that do very little but are enough to boost the CPU to get it done faster.
