Changed CPU + motherboard to Kaby Lake as if you are not getting an overclocking board, there is no reason to get a K sku CPU, so I went with a cheaper 7500 + b250 in lieu of the 6600k + b150. Changed PSU to a more reliable unit from EVGA. Took out CPU cooler as stock cooler will be fine to use. Chose a STRIX card instead of a reference card.

This is a Build I took from TechSource's channel. Some highlights are an EVGA 1060 Superclocked and an i5-7400 since I do not plan on overclocking as this is my first build and this build can still hit solid FPS in AAA titles https://ca.pcpartpicker.com/list/nhsksJ

This doesn't seem particularly "silent" so much as low noise. Zalman FX100 is a really interesting full passive CPU cooler, but as far as GPU's go, you're limited to a Palit KalmX 1050ti.

I'm assuming you're going for low noise, so you're taking steps in the right direction. Noctua's 120mm and larger coolers are really quiet under load. A Fractal Design Define R4 and an MSI Gaming X with an EVGA GS should be a really quiet rig. Note that these parts will add more to the tab but they're ultra quiet parts and pair very well.

Drop the 1TB HDD and get a 500GB SSD. No moving parts. The power supply is very expensive. PSU's like the EVGA G2 have passive mode where the fan won't come on unless under heavy load, consider one of those (extremely high quality as well). I'm not 100% about the case, could get a closed side Fractal case like the Define C and throw in a couple Noctua/be quiet! fans. If you need the window, I believe tempered glass is better in terms of noise reduction, so perhaps the P400S Tempered Glass case (someone double check me on this, I have not read any reviews on this and i'm curious myself. It has to be better than acrylic).

what's your budget? is it just solely gaming? do you plan on making videos/editing? what video game titles do you plan on playing in the next 3-4 years? there are all kinds of advantages between amd, intel and nvidia. Value often goes with AMD.

Your CPU won't bottleneck your GPU choices from what I see so you will gain benefit in going with a RX 480. Performance increase won't be huge (about 11%) but typically people have gone for the 480 as there wasn't much of price difference. In the linked image you will see a pricing breakdown comparing 4 and 8GB versions of the 470 and 480. You can get a 480-4GB for less that the most expensive 470-8GB.
