144 hz monitor help

So I am looking to buy a 144 hz 1080 monitor, I would like one that is has low inputlag and low response time. My budget is 225 MAX.

Questions regarding 144 hz monitors
-Will I experience screen tear if lets say I play at 100 FPS and not 144?
-What cord can I use to do 144 hz 1080p with my EVGA GTX 970 SC ACX 2.0?
-I am also going to have another monitor attached to it, but this monitor is 60 hz, is it fine that I have two different monitors with different refresh rates?

Screen tearing should not happen unless you drop below 60.

Oh alright thank you, I seem to have missed this monitor when I was looking. This monitor does not come with displayport sadly? Which should I use then?
 


Dual DVI? So does that mean I will need to plug in a DVI Cable and then VGA Cable? Or only the DVI Cable? Sorry I have no experience with this.
 


Yeah I understand my card will not be able to reach 144 hz with every game. But I do play a ton of csgo, battlefield, and call of duty. So I think this is a good investment for me, I also play games like The Witcher 3, Skyrim, Ark Survival, Spintires, etc. Which is why I bought a 1080 60 hz IPS monitor for those games.
