1440p 144hz will this cpu bottle necked my gpu?

for 144Hz gaming with powerful card, you would be better with i7.
8 threads do make a difference in some games. otherwise you will have hard time to cross 100-120FPS in those CPU intensive games even with i5@4.5GHz.
If you can't fit i7 (with close to 4GHz frequency) into the budget, I'd recommend going for GTX 1070 and i7.
CPU lifespan is much longer than GPUs. Usually GPU replaced 2-3times on the same i7.

What component is a bottleneck strongly depends on use case. Even if we consider games only, there are big differences between various ones as to how much cpu performance they need for their run AND DESIRED VISUAL QUALITY. For example, if you intend to play BF1 on 144 FPS, then yes, you need high end i7 "K" cpu and be lucky if it is enough. If you intend to play Witcher 3 on full details with your setup, you'll likely sooner hit the wall with GPU.

Being you I'd focus on getting SSD and dual channel DDR4 "2400" MHz RAM.
