1440p 75hz vs 144hz Display

It is noticeable, very much so in fast paced games as others have mentioned. But general desktop putzing and slower paced games will feel smoother as well, to a lesser degree. It's one of those things you can easily live without, but once you have it you don't want to go back (because 60hz will feel like crap after).

Really up to how much you're willing to spend and if it's worth it to you. I'd suggest at least trying 144hz.
If you want 75FPS at 1440p you need a GTX 1080 minimum. If you want 144FPS at 1440p you need either 2 x 1080s in SLI or the 1080 Ti or AMD equivalent when it's released. A regular 60Hz/60 FPS 1440p monitor would be fine with a GTX 1070.

I am assuming you don't want lowered settings with those recommendations. If you are happy with lowered settings you shouldn't really be looking at those displays though, at least not from a gaming context.
 
I've been using an overclocked 980 Ti at 1440p for a year and a half. Since an overclocked 980 Ti is roughly the same as a stock 1070 I can say with certainty a 1070 can not deliver 75FPS at max settings in newer AAA games. As I said in my completely true first post. Notice the second sentence about quality settings?
 
I'm perfectly happy at 1440p 60Hz. If you play multiplayer games and really care about them then a higher refresh rate may benefit you. I play single player pretty much exclusively.
