144hz monitor can i change refresh rate?

Hi need fast help,im pc gamer from 2 weeks,i run ryzen 1600 with gtx1070SC.
Question is about monitor:i have 4k 27 60hz monitor is what left from my ps4 pro setup.Just thinking to buy acer xg270hu 144hz.Maybe is stupid question but in 144hz monitor im able to change refresh rate?From 144hz to 100.75 and 60?Reazon i asking cuz i check all games i play now-BF1,GTA5 and Rainbow Six Siege and with high settings.After vsync off i play all games and my refresh is between 75-110hz.Only Gta 5 go down sometimes to likie 72.
So can i buy 144hz monitor and change refresh rate?I know is not gsync but is not big dill for me and after spend around 900pound to bulid my first pc dont want spend at this time extra 600 for gsync monitor.Acer is perfect price almost same mone i be have after sell my 4k monitor.Please help

Just set refresh rate to maximum available and don't worry about that. Also change vsync to adaptive in Nvidia control panel.

Screen tearing, when fps is below refresh rate, isn't that noticeable.
It becomes a problem, when fps is much higher than refresh rate.
Cuz like i say most games I test on high setting or max run on 1440p between 75-110hz so is better to set 100hz for example in game that's run around 110fps or 75hz in game that on my gpu run 80fps isn't it?It's not be good if I have 80fps on 144hz or i missing something?
 
There's no benefit in lowering refresh rate to make it closer to framerate.
What exactly was your idea behind it?

If framerate is below 100fps, then there's no difference, if you set refresh rate to 100Hz or 144Hz. Without gsync or freesync - framerate and refresh rate will be out of sync anyway.
 
I'm new to pc that's why asking I was think of fps be around for example 80 is better set up monitor refresh rate to 75 with or without adaptive sync.fps be closer to refresh rate them when I keep them on 144hz what cousin tearing isn't?Or maybe is even pointless changing my monitor from 60hz to 144?Only reason my old one is 4 k so when I play 1440p is not realy native resolution btw🙁
