Question 144HZ Monitor, GTX 1060 6GB, i5 7600k 16gb RAM underperforming?

My rig cruises around the 60-65 fps mark while driving around and shooting on GTA 5, with all the settings on "Normal" with barely any Video Memory used, when I search up other rigs similar to mine, they perform way better. My GPU temperature is at around 60 degrees celcius and both the CPU and GPU usage are always on 100. My Fan Speed is on 55% and Power Limit on 70%. Can anyone give any suggestions? I have cleaned my pc for Malware too.
