144hz Monitor Question

So my friend told me that your FPS caps at double your refresh rate so a 144hz monitor should be able to push out 288 FPS without screen taring and other problems is this correct?

Currently gaming Counter-Strike Global Offensive on an HDTV with 60hz refresh rate and 5ms response time. Think this is a pretty big step up for display but will I be able to notice the 300 FPS difference that the game currently reads with my video card. My current monitor is tragic to say the least and it's bottle necking my FPS.

"bottle necking my FPS" hah! I have heard the phrase bottle-neck misused a lot, but never when it comes to a monitor, or to FPS. With a GTX 970, you can probably get about 500 FPS in CS, because it's a very non demanding game. Go ahead and try to "bottleneck your FPS" with a more demanding game. But I digress. With your 60 Hz monitor, can you run games at 120 FPS without seeing tearing? No? Then there's your answer for your friends theory. As for noticing the difference between 60 FPS and 144 FPS, there is a diminishing return here, because your "performance" will not improve by 4 times, even though the price will. It is very luxurious to have a 144hz monitor, but with CS you'll barely notice a difference since the graphics there are...

And as for better looking games, you will not be able to get 144 FPS with a single 970. What about videos at 144FPS? Good luck finding any of those, the latest hobbit was released in 30 FPS (or was it 60?) and that was considered the highest point of technology, so no 144 FPS in the near future.

TL;DR: A 144 hz monitor is good for very high-end gamers who can produce 144FPS with their GPU on very good looking games. So I would save the money, stick with the 60 Hz monitor, or maybe look at 4k monitors, which are actually becoming affordable, and have many uses, as opposed to 144 hz.

Screen tearing can really happen at any fps. It's just when your monitor is not refreshing at the same intervals the gpu is sending frames. It's more likely to happen above the hz usually because the monitor can refresh fast enough below it.

Why would the look of the game matter at all? I just want better response time and frames currently there is response time lag and from what I hear now it's bad to bring the fps over the hz or that will cause screen taring? You can really notice it in CS:GO the server will render the hitboxes and frames ahead of where you are aiming because you have a 5ms delay and 60fps without monitor fail like screen taring and blur. I just want to eliminate that so I can carry on to the top of the ladder currently sitting at 3 ranks from the top in match making and it seems that everyone has the edge with 144hz not that it will make me shoot better but everything will refresh on time with the servers so I don't mis hit the hitboxes that aren't where they should be.
 
I think you are mixing up response time with input lag. Response time is the time it takes for a pixel to change from grey to white to grey in most monitor specs. But this is unreliable as a real world response time. This deals with ghosting which I doubt you are getting. Also note that 60hz is refreshing every 16ms and that's just from 1 color to another so makes response time look pretty stupid. But yes buy a 144hz for your case, it will help with input lag.

I thought you were trying to get things to look better. If what you're trying to achieve is to lower the lag from the moment you click until you see it, then 144hz will improve it a bit. It would also be a good idea to contact your ISP, as some have programs for gaming, where your IP comes before others and then you can get better performance, with much less lag.
