I am wondering, do i need haswell 4770k for gaming? would it be worth it to get?
I am also considering to get a 120 HZ monitor, is it worth it?

Why say so? Water cooling definitely better than air cooling, you can overclock better in water cooling than air cooling system.
But having a close-loop water cooler, ensure no leakage on pipe or else.
Yet, water cooler(extreme mode) also produce more noise than air cooler.
Due to Haswell heat problem, overclocking capability limited by air cooling(4.3-4.5GHz could be max point). Thus, water cooling is more recommended.

Yes drop the CPU to the i5. And drop the motherboard to something way less expensive. Use the difference to get a dual GTX 770 SLI setup - far faster than a single GTX 780. I'd also personally look at getting Windows 7 instead of Windows 8.
