16 power phase design a benefit even if I do not overclock?

I am trying to build a Ryzen system that will stay cool as possible... would a 16 power phase design motherboard run cooler than a 10 power phase design even if I do not overclock? Or is the benefit only for overclocking? I will never be overclocking.

Really just for overclocking and since most of those chips hit a wall in the 4.0 area it would not matter anyhow even overclocking unless you were trying to squeeze the last 0.2 out of it.
