So I'm looking to get a first gen Ryzen 5 and I was looking at the 1600 as it's more than enough to be paired with my Rx 580 but, I was looking, I came across a 1600x for only £10 ($15) more. I would pick that in a heartbeat but it means I have to buy a cooler and spend more. I want to know if the difference is substantial enough for me to spend £40 on a cooler. I am getting a b350 board because I found one for cheap and might overclock.

Solution
Expect 3.8 all core overclock or better on the stock cooler w/ 1600. Super easy to do with excellent temps. Not worth the extra $50 for a 1600x and cooler IMO.

Pay attention to memory compatibility with a b350. A newer bios makes this less of an issue but be careful if you don't know how recent the bios on the board you are buying is.

The 1600X has a base clock speed of 3.6GHz, a boost clock of 4.0 GHz and a maximum XFR boost speed of 4.1GHz. ... However, despite advertising a boost speed of 3.6GHz, stressing a single core in most cases also sees the 1600exhibit XFR-like gains, allowing it to reach 3.7GHz.
