Question 1660 super underperforming like crazy

i have just swapped a rx 580 for a 1660 super and the new graphics card is underperforming and the cpu is a i5 9400F and my fps in games is very unstable but a friend has the same spec and seems to run way better fps in games

i have downloaded all the drivers and did a ddu for my old drivers and it has not seemed to help what could be the probl

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

PSU:
Chassis:
OS:
Monitor:
Please include the age of the PSU apart from it's make and model. A side note would be to include the BIOS version for your motherboard at this moment of time.

The PSU is about two years old and the bios version is 4.2 for a asrock motherboard
