As the title says my new ram is idling at aroundt 35% with just task manager running.

ALso while gaming i have some insane input lag/delay, i think this may have something to do with the ram too as it is basically stuck at over 90% when playing (i have tried cs2 and warzone)
The added picture was while i was starting to get the delay. As you can see the memory is at 92% usage. (there were obviously more background apps running that are not shown on the picture but i struggle to belive they alone were using almost 8gbs of ram)
specs:
Motherboard: Asus rog strix b760-f
Cpu: Intel i5-14600k
Cpu cooler: NZXT Kraken pro 360
Ram: 2x8gb ddr5 Kingston fury rgb 5600mhz
Gpu: Asus rog strix 2070 super AD
Psu: Corsair RM850

all the processes combined were using approximately 8gbs and the last on screen was 18MB so i dont see where the rest of the 16gb stick went.

Open task manager then click performance how much memory does it show is in your PC.

You would have to add that up by hand but there is a lot of "stuff" running besides your game.

The big one seems to be the steel series stuff. You also have a bunch of browser windows open in edge.
I would go through the list and kill off anything you are not actually going to really be using at the same time.

You have a bunch of stuff from nvidia, razer, nzxt do you really need all the running.

I added all the apps/programs On the photo togeter and got around 8gb i just dont see how there would be around 8gbs worth of ram being used On processes under 20mb
