16gb installed, 8gb usable

I purchased Corasair Vengeance LPX 16gb (2x8gb) AT 3000mhz, and in the settings, it says i installed 16gb, only have 7.93gb available. Also, on websites like systemrequirementslab.com, it says i only have 8gb of ram installed. I tried swapping the ram with each other, but its still the same. Help plz? I also checked the resource monitor, and it says that i have 8260MB hardware reserved, 3944MB in use, 65MB modified, 3723MB standby, and 395MB free

did you check you board manual to set them in dual channel aand what cpu-z spd and memory tab report for them .
