For my build im going with ryzen 2700 and Asus CH vii Hero for gaming , streaming and plenty of photoshop works,so how much ram do i need to go with flow without any hiccups?

16GB is probably enough these days if you don't have all the apps&games open at the same time. Photoshop can be a bit of RAM hog though. If you want to future proof you could invest in 32GB. Do you have all the apps open at once? I have 32GB, but then I have up to 4 family members all logged in using same PC on different accounts - which uses more RAM.

For example if im encoding anything and watching youtube above that or like playing a game and converting the video in the background, ...so is 16gb enough for this, btw im single user for my pc

I've not done any encoding for a while, so I can't really comment on RAM usage - but I found this https://www.cgdirector.com/ram-video-editing/ which suggests:
  1. 16GB is "Good for editing 1080p – 4K 8bit Projects, with minor usage of background Programs", and
  2. 32GB is "Good for any type of editing with heavy use of background hogs, such as editing large images in Photoshop".
Don't forget chrome with multiple tabs is real RAM hog. Get a fast SSD as your main drive.
