Common problem with the FX processors we see it here all the time. Remove your CPU and check all the pins along the outside, if some are bent that manifests itself as this issue.
According to the specs -- https://www.asus.com/Motherboards/M5A78LMUSB3/specifications/ That motherboard supports a max of 32GB RAM using 4 slots. That is 8GB per slot. You have a 16GB DIMM in a slot and the motherboard can only access 1/2 of it.

What does this mean? I have 4gb of ram in each slot
