Question 16GB RAM installed but only 14.2GB available ?

I recently noticed that in my TaskManager only 14.2 GB of my RAM is available.
I asked around and someone said that it's vital Windows processes but im sure that it wasnt like this before.

How sure?

At first glance, I'd guess your 14.2 is the installed 16.0 minus the 1.8 hardware reserved.

Right now on my PC, I see 7.7 available, and about .3 hardware reserved. That adds up to my 8.0 installed.

You never get all the ram.
with 64bit you get more than 32bit used to provide. Max ram system used to be able to give you was 3.5gb. Now its beyond the amount of ram the PC can hold.

difference is indeed hardware reserved. In my PC it rounds up it seems as I not using 100mb for hardware reservedd

If you have no discrete graphics card installed, then portion of ram gets reserved for integrated GPU usage as video ram.
