16gb ram only 8gb are usable

I have built my PC I turned on and when I checked the properties windows says 16gb (7.95 usable)
I have tried everything msconfig and system protection settings.
So after trying those I went into the bios and I saw that it recognizes both of the 8gb sticks but says in memory size 8gb although CPU-Z shows 16gb
What can I do?? And if I don't have to go to the bios so please... I hate it

MSI b350m mortar arctic
AMD R5 1600
16gb crucial CT2K8G4DFS8213
GTX 980 g1 gaming

you built a new PC so of coarse you will have to go into BIOS to see if everything is working. some things to try is to make sure that motherbaord doers not need to have the stick of ram in specific slots to work together. if that checks out try each stick separably because one stick could be defective, another thing to check is to make sure that kit of ram is on your motherboard QVL list. you can find the QVL list for your motherboard on MSI's website

Try (from CPU) go into BIOS and set DRAM voltage to 1.57 and set the CPU/NB voltage to 1.25. Boot from bios and check dram clock too, if it shows default increase it to your mhz of your RAM.I know u hate going into bios but please try it. If some problem do not save before exiting. Hope it helps.
 
Even though you don't like doing it, you will need to go into the BIOS to make sure everything is configured properly (If your issue is with knowing what things are or do, a quick Google search or glimpse at the users manual would help a lot here). After you have verified everything in the BIOS you can reference the user manual again this time looking for RAM installation, it should tell you which DIMMs to use if your board supports Dual Channel Memory. Hope this helps!

(Edit: I have searched your board and it does, in fact, support Dual Channel Memory, so the RAM sticks should have an empty DIMM Slot in between them)
