16gb usable but task manager says 90% is being used when 4gb is being used

So as the title says i have 16gb of ram and when looking at my PC information it even says 16gb (15.9gb usable) but then when you get to doing something that used 4gb it says 90% is being used i have noticed lately that it doesn't seem like i was getting the frames i should be so maybe this is why.
any help is appreciated

PC Specs
cpu- i7 4790k
gpu- evga 1070
ram- 16gb corsair vengeance ddr3
motherboard- asus B85 pro gamer

can you post the resource monitor for the ram?
90% might be use, could be using for cache.

What fps are you getting? what games? what resolution/detail?
What the cpu/gpu temp and usage during the game?

and in games like csgo i barely get 100 which for my hardware is not very good and just games in general doom, dying light and even fortnite, and my resolution is 2560x1080 and the detail differs csgo i have on the lowest and fortnite i have on the lowest doom i have on thee lowest too

without the cache, a bit less than 10 gb,
there a lot of chrome, torrent, nvidia, and other startup service. might want to set it to manual or uninstall them

when in game i normally stop utorrent and chrome and there isn't much other then the game running and it will say that its using about 3.9gb and will be on 90% and i dont think its nvidia as most people who game have that and have not experienced this issue

Then, redo the resource monitor screen as if you are going to game and see what the resource is being use.
