180FPS In CS:GO - Still lagging

Just to start off - i have searched for a similar problems but all of them were solved using a method that did not help me

Hello,

Lately i have the problem that in games like Counter-Strike: Global Offensive or Rising Storm
my fps are at 60+ but about every 2 seconds my screen gets stuck for about a second

I have reinstalled my graphics drivers to the latest non-beta windows 10 AMD driver and disabled auto hardware updating in windows.

my Specs are:
i7 860 @ 2,8GHz
MSI AMD Radeon R9 280 3GB VRAM
6GB DDR3 RAM
1 120GB SSD (With OS)
2 1 TB HDD's for games and stuff
A Creative Sound Blaster Z soundcard

Any help regarding this is highly appreciated and i will bring up additional information if neccessary

This is an odd one and I'm not totally sure but two things -

1. CPU Speed :/
2. Memory Leakage (I'm not sure how to fix this on CS:GO but I'm sure Uncle Google will have the answer)
 
How do i know whether it is a memory leakage?
And what can i do about CPU Speed that is not buying a new one? as i am still running perfectly fine high FPS in other games without the struggle (GW2 on max settings for example @ 1080p)


 
You should be good. You should usually hit 150+ stable with that computer, but just for test reasons try a deathmatch 10 min game with vertical sync on and then try another with fps_max 101. See if any of those will solve some problems, if not then it will be a bit harder to find out what the problem is.
 


I have already tried Vsync it gets me a bit less lag but its just unplayable with the vsync delay
