The maximum rated memory frequency for the 3470 is 1600mhz, as it is not a K series processor 1866 RAM is basically of no use. The best thing to do is in the overlock tuner is to set the overclock profile to XMP. Then it should match the RAM's XMP profiles to the supported clock speed of your processor.

Maybe the RAM you have does not support Intel XMP profiles... but I think it should. You can use 1866mhz RAM but I don't think you will get it to run at 1866mhx with that processor to be honest. You would be better with 1600mhz and make sure it has intel XMP profile as it just makes life easier.

this is a new PC i still have warranty people who sold it have no idea how to change, so if it wont work at 1866 ill simply change ram or motherboard

The line you have highlighted is for the CPU speed, not the RAM. You should see the XMP profile under memory frequency. You may also need to change the CPU bus speed : DRAM speed radio mode. The motherboard owners manual is your friend. Have you thoroughly read through the section in the owners manual about configuring the BIOS?
