I currently have a pair of Micca PB42x's and a Polk PSW10 Sub and a Modi DAC. This for a desk in a bedroom. What upgrades could I make for $200-400 to improve audio quality, namely improving bass detail and sub bass.

Yes, the SVS would be a significant upgrade. Just to give you more options in that price range you can look at the HSU VTF2-MK5, the Rythmik LV12R, and the Emotiva BasX S12.

Although it's not in the same league as the above (especially the HSU and Rythmik), the Emotiva BasX S10 would be a good step up from the Polk you have and it's $300. It's easily one of, if not the best $300 and under sub out there (without getting into used/clearance/sales).
Since you are looking for improvements in the bass the most obvious way to do that is to replace the subwoofer. Problem is that your price range isn't wide enough to make that work for you unless you can find a used subwoofer.
You could use something like this

to use dsp to improve the sound of your Polk.
If you want to make improvements in the rest of the range then replace the satellites with better speakers. You should be able to do that in your price range.
 

Ah, I thought this was the case. Would the SVS PB 1000 be a worthy sub upgrade for $500?
