When looking at the antec TruePower 550, it lists 2 12v19a rails while the OCZ powerstream 520 has one 12v38a rail.

I would like to use logic here but still wanted to make sure that these 2 PSU can deliver the same quality of juice to an a64 sli rig.

Most "dual rail" power supplies simply add two circuit breakers to one physical rail, splitting the capacity across them. This is meant to limit how much current can be supplied on a single line.

Having a power supply with a single rail allows you to split things differently, so you could have 24A going to the graphics cards and 14A going to the CPU, etc. That said, single rail has that advantage over dual-rails.
