2 beeps on dell optiplex 760

I work at a place that provides employment to physically and mentally disabled people. As you could guess, most of our equipment is donated to us. This includes the 20 computers we just procured. This was a nice gesture. They were from a department of the F.B.I. and we were told they were wiped clean. However, none of the computers have a display. We hooked them up and turned them on and it beeps twice and nothing. I looked around the internet and found that the 2 beeps meant that the computer is not recognizing that there is RAM in the computer. We popped off the cover of the tower and I can see the RAM in there. Looks like 2 chips with 2gb per chip.

Any info on where I go from here to load an operating system on them would be helpful. I am not really computer savvy. I know enough to keep them running and all but this is outside my realm of knowledge. If you could dumb down your answers a little for me that would be great. lol

Check that the RAM is seated correctly, maybe even try one stick at a time. You will not get a picture until you have working RAM installed. They can't all be faulty?!?!?

As for loading the OS, put the cd/dvd in and enter the boot menu, usually f12 on dell (could be wrong!) and select boot from cd/dvd

tried reseating the ram but still the same thing. Even hit it with some duster just in case. I am not sure what was done to them before we received them. But thank you for the suggestions.
