2 r9 280xs from xfx and cant get better FPS

I just got 2 r9 280xs from XFX, with a single card I can max out BF4 on ultra and get about 40-73 fps on a ssingle card I now have a crossfire configuration and I still get the same FPS but MSI afterburner shows that I have 2 cards enabled, I also have CrossfireX enabled in CCC and I have restarted my PC a couple of times I even get almost 20 FPS on farcry4 maxed out and I do not know what I am doing wrong. I also do not know if I should use an HDMI cable on one of the cards and another HDMI cable on my other card for my second monitor I am trying to play on one monitor but have another set up for background things like spotify and Task manager, I will be playing on 1920x1200 resolution.

PC specs:
CPU-intel core i7 4770k
Mobo: asus z87 Deluxe
RAM: 32 gbs of ddr3 RAM from Patriot
GPUs: 2 XFX r9 280xs
PSU: Corsair AX 1200x
Note* I am also using windows Technical preview ( Windows 10) Im testing IT

That's probably your problem. Windows 10 is still in the beta testing phase. It's highly doubtful that full driver support, especially for advanced configurations like CF, have been implemented yet. Not to mention, the Catalyst drivers are certainly not Windows 10 compatible since even the new beta 14.11.2 drivers are only certified for windows 8.1. Try your CF on an actual final release candidate or an earlier version like 7 or 8.1.
