[SOLVED] 2 USB Ports not working for some devices

Windows 10 - latest version (20H2 - 19042.985)
Motherboard - Asus ROG Strix B550-F

Issue: On my motherboard, I have USB 2.0, USB 3.0, and USB 3.2 (Type A) ports.

My keyboard and mouse are not being recognized on the two USB 3.0 ports that I have. They are recognized on the other ports. Those two USB 3.0 ports do recognize my flash drive. I have a Logitech keyboard and mouse but I also tried a cheap-o USB 2.0 keyboard and a Logitech Webcam and it didn't work for those either.

I have tried deleting the drivers (I think I deleted the right ones) and then restarting - nothing
I tried reinstalling Windows (through an ISO and the repair option) - nothin

The keyboard and mouse do work in BIOS so it's not a hardware issue

I also tried a USB power meter, when charging my phone on the working USB ports, I see ~4.7v and ~.5amps.
On the two USB 3.0 ports, my phone won't charge, I see ~4.8v and 0.0amps (though, my phone does charge on these two ports in the BIOS)

I'm at a loss now of how to get them working. It's not a huge issue since I can use them on a different port but still, I want them working
The only other thing I can think of is to reinstall windows cleany (deleting apps too, which my "repair" attempt didn't), but I hope to avoid this.
