Question 20% usage in both cpu and gpu

Cpu:Ryzen 7 2700
Motherboard:x470 prime pro asus
Gpu:rtx 2080 gigabyte oc
Ram:g skill rip jaws 3200 but at 2666
Chassis: obsidian 1000d
Os:windows 10
Psu:rm750x
Storage:Hdd western digital black 1tb.
Nvme ssd 970 evo

I have this pc my problem is my gpu and cpu and none of the cores of cpu hitting 100% or near in games while they do in stress test and more specific i have low fps with drops in games like cs lol assassin's creed oddysey and the game i care the most is lol max getting 20% on both and me having 120 with drops any solution ??? And. I use dual monitor if this makes sense

If all your drivers are up to date, I would test setting a max fps limit of, let's say 60, instead of leaving them on unlimited in one of the games and test it.
See if it stays stable on the set fps rate.

I have done this in league of legends and in 144 locked fps playing around 120 and up to 160 as usual in 240 cap stays in 120 to 160 and in lower cap like 60 going 55-60

The drop margin gets a lot lower, the lower you cap the fps, it seems.
That might have a multitude of reasons, incl. bad optimization of the game.
I would find the sweet spot fps lock which runs most stable and stick with it, honestly.

My problem is that other guyz reviews have like 300-400 fps and i barely have 130 and i am trying to find a solution to this not just say its ok my pc working in 20% i will be ok with my 2080 working less than my 1060 thanks for helping but really need a solution

And in order to take other reviewers FPS into account, they need to have the exact same hardware setup as you. A powerful GPU alone will not pull the weight alone, although I don't see anything in your setup that should cause the FPS drops. RAM needs to be clarified yet, though.

maybe its a psu failure , i used to have worse problem , when i run games my system used to goes off the second i lunch havy games like ARMA 3 , i changed my psu and now working fine

since the gpu is working at stress test so its not a gpu faliure , i think its motherboard or ram /psu but u said you got a new one so its maybe a motherboard or ram
