I have a 2009 Mac Pro with a Xeon 4 cores 8 threads 2.66ghz I installed a gtx 970 in to the system and 16gb of vengeance lpx ram and I have another power supply running the gpu for right now till the adapters show up but the problem is I launch a game or a bench mark and I get low frames and the cpu is at about a quarter usage and the gpu the same or less it won’t use the whole gpu I looked at drivers and downloaded the latest cuda and display drivers for the card but I just can’t get it to work

The process of updating Mac Pro video cards has always been fraught. Are you trying to run it on Windows or macOS (and if so, what version?). The Nvidia driver version you have might be helpful information as well.

Apparently, the Mac Pro can only run in PCIe 1.0 mode under Boot Camp--full 2.0 is only for native macOS. That could be part of your problem.
