My friend wants an RTX GPU so trying to find smth for the lowest price but worth it.
The budget is from 0 to 400 ($). Used/refurbished GPU good too.

He is looking for display too. The cheapest 1080p 144Hz 27" - that is what he looking for. What monitor does he use? What games does he want to play? Are the specs you listed yours or his?
Totally agree with You.Well the more he can spend, the better results he will get. All three cards you mentioned are good for 1080p, but if he wants to use ray tracing or wants to hit close to 144 fps or both, he's going to need all the GPU power he can get his hands on.
I would say that at a minimum he'll want a RTX 2060 Super, and that's already $400 new.
If your friend can wait for it, I'd recommend he hold out for a RTX 3060 Ti which is supposed to launch in November I think. Problem is, even then it might be a while before he can get his hands on one considering how fast the 3080 and 3090 have sold out so far...
A 3060 Ti will have much improved performance over a 2060 Super, both in regular games and especially when it comes to ray tracing; if he wants the best results and can wait, wait for that. If he can't wait, an RTX 2060 Super is his best bet.
