I've noticed the my pc was acting super slow so I ran user bench mark and its saying my 2070 Super is preforming terribly with a 47.7% when 108% is supposed to be terrible and 135% supposed to be great. I've restarted the computer, done the Boost Lock built into Precision X1, and DDUing the drivers and reinstalling them. Fans I have set as aggressive and the gpu never gets above 47C.
I also ran the Time Spy bench mark and it also has terrible GPU numbers. Saying that its barely better than an office laptop. https://www.3dmark.com/3dm/53681803 I've run out of ideas on how to fix this.

CPU: AMD Ryzen 9 3900X - 89.3%

Solution
This is one reason why it's ALWAYS good to get a baseline performance metric before you start adjusting settings.
Try changing all settings - BIOS, drivers settings, CPU, GPU, voltages, timings, etc. back to default. Even if you know it's not optimal - make it default.

Disable all but essential startup items and rerun your suite of benchmarks, after rebooting, logging in, and letting your system sit at a blank desktop for 5 mins.

46c is an incredibly low temperature. Perhaps insufficient psu? Monitor your gpu power consumption through something like hwmonitor when gaming and stress testing and tell me the max wattage of your card. Listing your PSU would be helpful too.

During the userbenchmark HWMonitor is reporting a mac of 204.02 W and the Time Spy max is 215.61 W. I did run both again to get those and the pc seemed to have done a bit better, gpu at 71% on UB and a gpu score of 7146 on fire strike https://www.3dmark.com/3dm/53685501
I didn't change anything or have any thing else open so I don't know why the difference. Power Supply is a Cooler Master MasterWatt 650 Watt. I can't remember exactly when I bought it cause it was at a microcenter in person but its less that 2 years old. I assumed 650W would be enough for this system without any overclocking based off all those online psu calculators. Maybe its just dying?

edit: oh yeah the new max temp was 58C

Don't worry about responding, I'm surprised anyone responded this late. I had issues before where Wallpaper engine was using like 40% of my gpu so I had to end that. I also had issues with DWM taking up to 13% but atm im sitting at 3% typing this with chrome open. I ran the MSI-01 test a bunch and got 3507, 3070, 3158, 3628, 3429, 3398, 2788, 3154, 955, 3753

Do you have a 60hz display? Or do you have freesync on? Some games can limit your fps if you don't disable that option in the settings. And the test getting 60 fps on all good benchmarks the Vsync might be an issue? But I did note that the power consumption was at it's max so it had to of been utilized. Follow this video on how to disable Vsync and see if it helps

So part of the issue was programs using your gpu but that's now taken care on. I hope the issue is just Vsync. Which Vsync isn't bad since it reduces screen tearing but it adds latency so if you're a competitive player it's best to leave it off. Right click desktop ---> Click display settings ---> Click advanced display settings ---> Click display adapter properties for display ---> Click the monitor tab on the window it opens up ---> Click screen refresh rate and put it to the highest value in there. Your screen might go black as it applies a higher refresh rate, but it should ask you if you wanna keep the settings and you'll want to click yes. It might not even display higher values than what you're using which just means your monitor is already at it's correct refresh rate. If you notice screen tearing and it bothers you, you can just turn Vsync back on. Here's an example on screen tearing

I just ran Kombuster 1080p MSI-01 Benchmark and my 2060 Super / 3700x score is just slightly lower than yours.

So as far as that goes yours looks about right.

Please post the link to your Userbenchmark run as it may show us something that is holding back your PC.

My main display is just a 144hz 1080p one. It has freesync but I turned it off when I got it. I decided to roll back my drivers and got 1820 and then 3459 as my Time Spy scores. After disabling vsync in the control panel i got 7504 and then 3821. They're all still below what a 3700x and 5700XT are getting and It confesses me because the scores seem to be all over the place.
I updated the drivers again and got 2801 then my computer crashed (no blue screen, just restarted) and I had to restart a couple times, did time spy again and got 3012 and then 4059

gpu scores seem completely random. Starting at 103% then 90.9% then 123% and on the latest 30.6%

Run HWiNFO64 (sensors only, logging on) in the background, while you game for at least 30 mins. Upload the logfile somewhere where we can grab it and have a look. Also run the mfg drive tools to check the health of your SSD.

There's definitely something going on.

I'm not sure how to read it so hopefully its right. I just ran it when I played overwatch a bit. fps changed depending on the round, sometimes it was about 60 other rounds it was 20.

Run HWInfo BUT check the Sensors Only Box.
Then scroll down to the GPU Section and after running some Games/Game Benchmarks take a screenshot of that section and upload it to Imgur and post the Imgur link here like this:

I saw that and I agree with you.
I just felt that after he reset everything to Default settings a screenshot would be easier to read than that bulky .csv file.

I haven't changed anything myself besides fan curves and making my ram go up to 3200. But I went into the bios and loaded up the defaults of everything. I re ran the benchmarks with these scores.

I just played some overwatch on max settings and was getting above 144 frames, and the TimeSpy benchmarks seem to be inline. (besides that 8087) I'm not sure if that ram OC to 3200 somehow took power or whatever from the gpu, or if something got messed up when I upgraded from my 1600x to the 3900x. Or if this is just a one off random temporary fix. But I'll make sure to update if it ends up falling off again or in like a week, which ever one comes first.
