Question 2070 Super Teething Problems

I have recently built a new system and having some teething problems with the Gigabyte 2070 Super Windforce OC. Initially it was fine but then it started revving the fans at idle/low gpu loads. The fans were revving up and down over a 2-3 second cycle really loudly for a couple of days. This error has seemingly cleared up for no apparent reason except for very rare occasions.

Then yesterday the gpu was failing to boost at all beyond 1605mhz base clock as per GPUz and Afterburner even in benchmarks like Heaven(Ultra settings)/Timespy. I was getting really poor benchmark scores in Heaven etc as a result. This error also seems to have disappeared as of today.

The card is still exchangeable with the retailer (Overclockers.co.uk) till next Thursday. Are these intermittent faults likely to lead to bigger issues and should I just return/exchange the card?

I am not entirely sure my benchmark results are on par for my system either. They are significantly lower than when I first benchmarked it last week. Current results are:

Gigabyte 2070 Super Windforce OC 8GB (not overclocked)
Adata 1TB NVME SSD + 1TB Samsung 860 Evo Sata SSD
Corsair RM750W PSU
NZXT H500 case
 
Thanks for reply. How do I perform a non-fastboot/power cycle. Do I have disable ultra fast boot in bios? Also where is the low speed setting? Are the benchmark scores fairly typical for this card and setup?
