Download MSI afterburner and enable in game monitoring, should be youtybe videos to see as an example. Then look at CPU and GPU usage and temperatures
GPU usage is 99%
CPU usage is 60% roughly
GPU temp is around 70
CPU is around 50
These seem very odd numbers..
Those numbers are normal for gaming. That's what they should be.
Are your resolution scales somehow cranked up to like 200% or something?
Ah it somehow was. My gpu usage is now around 50%
Yeah so change the scale and then go and make sure your nvidia control panel profile says prefer maximum performance and you should be good to go. it'll crank ur gpu speed up to max clock. Being at 50% now tells me it's not on that power mode.
Edit: If that does fix your problem make sure to not set "prefer maximum performance" on the global tab of the control panel. Set it individually for each game.
Reason being (even though it is a pain in the a**) if you set it globaly whenever you start an app such as chrome or anything like that your gpu will go to max clock speed. It's more wear and tear on it and the RTX cards run pretty warm so you'll start hearing fan action when your watching your favorite po**hub video.
Just set it for each game.
