[SOLVED] 2080 TI Under performing 1080p Bottleneck? Help please

I getting low fps at 1080p compared to 2080 ti benchmarks.
I don't whats going on.
Is it a Bottleneck?
For example getting 130 140 fps only in League Of Legends at 1080p
When I saw a benchmark at 4k giving 300 fps.
Same for other games like gta v battefield 1 . Low fps compared to other benchmarks 30-40 fps lower
Help please. I have no knowledge about this stuff.
Is it the 2080 Ti the problem?

League of Legends is CPU dependent. You will get the same fps with a GTX 1050 Ti vs RTX 2080 Ti as long as you have the same CPU. What CPU was getting 300fps in League? Btw, in the start of the match in League, you will get around 300fps, then it will drop to around 130fps when things get going. That's pretty normal. I play League regularly.
