I am currently running on :

CPU : Intel Core i5 - 6600K @4.6GHZ (overclocked with core voltage of 1.325)

GPU : MSI GeForce 1660Ti Gaming X

RAM : 32 GB (Corsair Vengeance LPX 8GB 2400Hz x 4)

Motherboard : MSI Z170A SLI Plus

Monitor : MSI MAG241C 23.6inch 1080p 144Hz

I am planning on upgrading my GPU to RTX 2080 or RTX 2080Ti.

I usually don't play much of a games. I use it for rendering purpose. (Softwares like Lumion, Blender, V-Ray etc). When I use these softwares, my GPU uses are running on 100% while the CPU barely hits the 50% mark. Is it a good choice to buy a new 2080Ti as changing CPU is difficult as I might have to change my motherboard and all ? Thanks.

Solution
wait for 3000 series cards. Go for 2080 Super if you cant wait.
CPU will definitely bottleneck but if you don't game at all then it may not be that big of a problem.
You could always get 2070S, less powerful so your CPU could handle it but your CPU is really weak, I'm not sure how much this will affect your tasks but for gaming I would never pair that CPU with anything above 1660Ti
