Hello,

I am running a small self built ubuntu home server which is mainly used as NAS (samba share), HTPC (YouTube, etc. on my TV), and to run some Docker images (AdGuard DNS, OpenVPN, etc.).
As 4k content has become more and more available, I have decided to upgrade it to be able to watch 4k on my TV via HDMI. However, the GPU included in the CPU is only capable of FHD.

The current Hardware is:
CPU: i3-3220T CPU @ 2.80GHz × 4
Memory: 16GB 1333Mhz
Case: Fractal Design Node 804 - limiting to a M-ATX Motherboard
Power Supply: Be Quite 300W 80Plus Gold

My requirements:
1. Low power consumption
2. At least 6 SATA connections for HDDs
3. Silent

I've already considered the following:

1. m.2 NVME vs 2.5" SATA SSD for the OS:
Here I don't care about the performance. A few seconds less boot time is negligible.
The main consern here is the power consumption of the NVME vs 2.5" SATA.

2. RAM:
Basically, I am happy with the 16GB 1333MHz DDR3 and would prefer to keep them, as I don't think that DDR4/5 and more are needed performance wise.
However, I guess that new motherboards are available only with DDR4 or DDR5.

3. CPU cooling:
Maybe a 120mm AIO water cooler would be good to reduce noise. I would install it as a rear exhaust fan.
I am quite happy with my Corsair AIO in my PC.

4. SATA connections:
When building the current setup, it was quite difficult to find a M-ATX motherboard with 6 SATA connections. A PCIe expansion card would be an alternative.
My only concern is power consumtion again. I want to save every watt possible, as it runs 24/7.

I am looking forward to reading your thoughts about the setup and suggestions how to achieve 4k video playback while keeping the power consumption as low as possible.

I'm in Austria.

The budget isn't decided yet. Depends on the suggestions.
I don't want to spend more than necessesary. However, if someone says "For an addtional 20€ you get more RAM" I may consider it.
Like without a price point it be hard to recommend accordingly. As if we know a set budget then we get the idea on what component to prioritize over other and what weighs more etc. Without that it be hard to recommend anything.

Here is the list:

Use the SSD you already got. If not use the HDD for now. Add in a 500GB SSD over time.
This be the best you can get for around 300Euro

Now only thing I am not sure of is if you can stream Netflix on it. It possibly needs 3GB VRAM. For that you need to step up the GPU but that gonna cost a good 70Euro more.

Besides that if you plan to stream from local media library using Bluray Rips etc. This will work fine.

Thanks for the great suggestion.

What about a CPU cooler?
Does the Ryzen 4600G include a proper cooler with enough performance? And is is silent?
If not, do you have a suggestion?
What about a https://at.pcpartpicker.com/product/krxbt6/be-quiet-dark-rock-slim-cpu-cooler-bk024'] Quiet Dark Rock Slim[/URL]?
My only concern is that the Dark Rock is 159mm high, and the website of the Node 804 case says that the maximum CPU cooler height sopported is 160mm. Can I rely on this numbers and be sure that it will fit?

Deepcool AK400 will outperform it by a long shot. And costs much less. Unless you already have Dark Rock Slim.

And at 155mm it got enough clearance.

I think it doesn't have Play ready 3.0 support so won't work. But even for streaming from storage issue here is the support for HDR, DV on AMD is really really really bad for streaming. But I think he plans to use it mainly for ripped movies so it won't matter. If he plans to use it for Netflixe 4K HDR he should spend 70Euro more to get step up GPU. And settle for the Stock AMD cooler. It is not bad. Just tad bit noisy under load but he can swap out on a later date.

Maybe Intel would be better in this case.

I want to avoid a dedicated GPU because the main purpose is a 24/7 home server/NAS with low power consumption.

In that case you be better-off with what @logainofhades listed above. The only drawback being NETFLIX 4K HDR support. It should be fine for everything else. Even that could get fixed through Firmware I hope.

Yes Radeon Graphics bit painful to set up for HDR compared to NVIDIA but once done. You be set.
