[SOLVED] 24GB RAM but only 5.95GB usable?

I have a 16GB stick in the first slot and an 8GB one in the second. I tried swapping them but that didn't solve the issue. I'll post some screenshots below that I hope will provide information that might allow you to help me sort this issue out. Ask ahead if you have any questions.

Swap it for the other.

I removed the 16GB and used only the 8GB and the PC turns on but the monitor doesn't even turn on. Same thing happened with them the other way around. I put both in and it turns in. When it turns on a screen appears that says "CMOS fail along with the details of my PC. The screen passes after 5 seconds and the PC turns on normally.

You tried each RAM stick, on its own, in all available slots?
One at a time.

Hey guys sorry for going inactive. I actually ended up resolving the issue and the problem was the BIOS battery on the motherboard. I had noticed my time being off sometimes but I didn't think it would have this big of an effect. SO yeah, just change the battery, maybe that will fix your issue if you have the same problem.
