While testing in Furmark the maximum power draw I get is 72W, which I think is pretty low, considering that this GPU should draw >200W.
Any suggestions?
When running Furmark Stability Testing that card should reach around 280 Watts (i.e. graphics card itself only) of power draw just before throttling occurs.
You need the appropriate test instruments to be able to measure it.
Running an OpenCL GPGPU Stress Test will draw an amount of power that is more than what is encountered during gaming but less than what is encountered during Furmark. Since OpenCL applications represent real world usage you should make sure your system is stable while running them. Tom's Hardware measured 50 Watts more when running GPGPU (i.e. OpenCL) on the AMD Reference Design Radeon R9 280X 3 GB GDDR5 than what was encountered during gaming.
