Windows 2000 Terminal Services remote administration mode is called "Remote
Desktop for Administration" in Windows Server 2003.

How do I know what "mode" TS is in ?

Licence server is disabled and not used.

Did you buy anything else?
"for Administration" is just that. Administration mode.

If you didn't install Terminal Services on the server, you're using Remote
Desktop.

The Windows license server isn't related to TS licensing, AFAIK.
