Does the MSI b350 PC MATE motherboard have the updated bios yet? (out of the box)

Possibly. It'll depend on the date of manufacture. There will likely be old stock laying around, produced before the launch of Ryzen 2nd Gen.

Unless the listing (online) states so, or the box carries some form of sticker (Ryzen 2nd Gen ready etc), then I would suggest erring on the side of caution & assuming it does not.
