2nd gpu running at x1 on x16 slot

i just put in another graphics card for crossfiring and when i go to trixx is shows it is running at x1. my motherboard is a m5a99fx pro r2.0 and it should be running at x16. I did the very scientific test of running fraps and bf4 and had little to no improvement.

cpu- fx-6300
mobo-m5a99fx
gpu- r9 270x sapphire vaporx
gpu- r9 270x gigabyte windforce

now both are running at 16x 1.1 when they should be running at x16 2.0

now my first card is at x16 2.0 and the second one is running at x16 1.1. also the card running at x16 1.1 has a slightly lower bios version. would that make a difference. version 015.041.000.000.000000 vs 015.039.000.001.000000
