[SOLVED] 3.3 voltage fluctuation

Since I built my new PC I've been having random hangs and crashes and I've been troubleshooting just about everything. While checking the psu voltages in my BIOS, I noticed that my 12v stays the same for minutes on end, the 5v stays the same, and the 3.3v goes from 3.312v to 3.328v every 15 to 20 seconds. It seems to stay at 3.312 and then spikes to 3.328 for a second or two and go back to 3.312. Does anyone know what this means? Do I need a new power supply?

Thats not even big of difference, its within the 5% margain.
