Bottleneck to what? Normally the card performs just fine. It's only certain moments of certain games that have odd behaviour and that's more of a game optimization/drivers thing than anything else. The game or the drivers would be a performance bottleneck here, if anything.
It means the processing power it takes to render your images fully in detail is lowering the fps, which is as expected, but it's presumably approaching some limit in fps that is considered necessary for smooth gaming experience, hence the dots. This is particularly annoying when the fps drop is sudden like you open a door and go outside in game, in suddenly the framerate drops 20-30 fps cause you have a great level of detail in the scenery as opposed to monochrome straight walls. When you're at 130 fps, well who cares, but you sure will notice it if you started with 50fps. Go into graphics settings for the game and lower the level of detail, rendering of textures, effects and that sort of thing. Play with the graphics settings until it goes away. An option that many don't like is also to cap the fps at a lower rate, say 40. That way you don't have as sudden (and annoying) jumps in framerate, which is good, but are constantly playing at lower rate (bad).
vsync on will help avoid this issue a bit as it can effectively act as an fps limiter.

if I didn't fix the issue would it have any negative effects on the computer ?

Isn't that a bottleneck ?
