Question 30-40% GPU CPU USAGE NO BOTTLENECK

Hello guys i have 1 problem. At most time my gpu and cpu use is around 30-40% and fps drops and there is stuttering.
this is happening since i swaped my 1650super for 3070.My fur score is ok

I did DDU and clean install driver
changed power settings
And did almost all steps in most of yt videos that i can find.
Bottleneck should not be problem because i have 5600X with b550 tomahawk
16 gb of 3200 ram

Can someone explain how monitor affect fps if i am trying to play within monitor capabilities. everywhere i looked it says that i can have more fps.
Well, to put it lightly, your GPU is too much of a beast for 1080p. It chews it up and spits it out faster than your CPU can say "Bro wtf slow down!" 😂 Thus putting a heavier workload on your CPU. However at 1440p, that's where the 3070 will shine.

Believe me, I had the same problem when I bought a 3070. I currently had a 1080p monitor and my performance was AWFUL! Then I learned that at higher resolutions the GPU will have more to render so the CPU can keep up. Bought a 1440p monitor, and now I just recently upgraded to a 4070. My games are still running buttery smooth for far.

6:46 are on these games fps is higher becuse they are less cpu hungry?
