30 FPS on all games

So a couple months ago I built a new PC and it worked perfectly, 60fps 1080p on everything and then 2 days ago it went down to 30 fps on almost every game except a select few games. I've checked in my system settings and it says everything is working fine but I know for sure it's not working right.

PC:
Intel i5 6600k
Radeon RX 480 G1 Gaming 8G
16 GB of Ram
Samsung 850 EVO 250GB 2.5-Inch SATA III Internal SSD
EVGA 500Watt PSU
WD Black 2TB Performance Desktop Hard Disk Drive
ASUS ROG STRIX Z270G GAMING LGA1151

Update: Turns out it was just something with AMD and I just reset the graphic options and it fixed itself, I don't know how it changed settings by itself but it was a lot easier than I thought.

Check if theres any VSYNC option enabled anywhere on your games with Half of the Refresh Rate like 30 fps cap or the Refresh Rate cap itself, if it's the case turn it off or set it to AUTO or 60fps. Not sure what games do you usually play, but some games comes with either a Refresh Rate option and a FPS Cap option or VSYNC, make sure both are not capped to 30 FPS, also check your settings regarding your AMD video card, I'm not sure how it works for AMD but there must be a panel to tweak settings for the card just like NVIDIA right? Also if nothing works.. try DDU and reinstall your graphics card driver.

turns out it was just in the AMD settings and it somehow just changed an option by itself.

 
I've just noticed your update in first post.. well good to know you fixed :) if you don't mind I would like to ask you to close the thread so people will know your problem is fixed and it might be usefull for others as well.
